This advice is a solicited advice at the request of the Parliament of Sint Maarten. The President of Parliament, the honorable Mrs. Sarah Wescot-Williams, sent the advice request of former member of parliament of the National Alliance, Mr. Christophe Emmanuel, to the SER. The SER received the request on the 22nd of January, 2016. Mr. Emmanuel gave an elaboration on the advice request to the Social Economic Council (SER) on February 25th, 2016. The SER approved the advice request on March 15th, 2016.

This advice entitled "Registration transactions port and taxation" is an unsolicited advice for the Honorable Prime-Minister, W. Marlin, the Minister of Finance Mr. R. Given its institutional role, the SER initiated a review of indirect taxation because this would be of value to the social economic development of Sint Maarten.

The Social Economic Council of Sint Maarten studied the consequences of stepping out of the monetary union: opting for our own new legal tender and the benefits and costs of dollarizing the economy of Sint Maarten. The outcome of the study, reflected in this report, offers recommendations for policy makers of Sint Maarten. The SER drafted this report at its own initiative. The opinions expressed herein are held by the majority of its members.

The advice focuses on the future of the AOV system, and contains a number of specific recommendations to ensure the sustainable future of the general pension scheme. Furthermore, it touches upon some related topics that complement the general AOV system and aims to ensure a solid old age provision for the population of Sint Maarten.

The SER advises the amendment of the minimum wage ordinance in order to reflect governments intention to let indexation take place on a yearly basis. The SER fully supports this proposal.

The SER advises government to focus on efforts to update and interlink government databases in such a way that the taxpayers' data to be entered into the motor vehicle registration system is ensured to be valid, and will be kept up to date continuously.

The SER is of the opinion that the establishment of a National Library is of crucial importance for the further development of the country and its people. The Philipsburg Jubilee Library which at the moment mainly functions as a public library should develop into the National Library of Sint Maarten.

This advice is a solicited advice at the request of the parliament of Sint Maarten. The request originates with the National Alliance faction and reached the SER through the then chairlady of parliament, drs. G.R. Arrindell.
|Advice Crime Prevention||17 September, 2012|
The Social Economic Council (SER) chooses to advise on the social and economic costs of crime because if these costs are not addressed they will be significantly more severe in the future. This policy topic was deemed eligible for unsolicited advice by the Social Economic Council because the social and economic costs of crime undermine the quality of life and put a strain on the costs of doing business and the investment climate.
